The French Health care system is called “sécurité sociale”. It is a universal health care system, which grants access to health care services to any French resident, including expats, regardless of age, medical history, or income.
You need to be a resident for 3 months before you can apply for affiliation onto the French Health System and obtain your social numbers.
In the meantime, an expat will need a private insurance.

The French State Health Insurance ( sécurité sociale or CEPAM) covers a percentage (70% for regular outpatient consult with a physician for example) of a standard rate. Some specialists often go over that standard rate. That’s when a “top up cover” or “Mutuelle” comes in, to cover the gap between the State’s reimbursement base and the actual expense. Depending on the levels of cover, Mutuelle can also reimburse specialists that sécurité sociale won’t cover, like psychologists, chiropractors etc.
